UNICOI COUNTY, TN (WJHL) – A North Carolina man was extradited to northeast Tennessee after Unicoi County grand jury indicted him for charges of sexual exploitation of a minor and solicitation of a minor.

Rodrigo Navarro, 24 of Salisbury, NC, was extradited to Unicoi County on Wednesday morning.

Investigators say Navarro used a web-based app called “Say Hi” to lure his victims – ages eight and nine years old.

The two-year investigation was a joint-effort by the Unicoi County Sheriff’s Office and the Tennessee Bureau of Investigation. Their probe revealed from April 22, 2014 through April, 29, 2014 Navarro solicited children for the purpose of engaging in sexual activity.

Earlier this year, on July 14, the Unicoi County Grand Jury returned indictments against Navarro. He was arrested on July 15 in North Carolina and was held in the Rowan County Jail awaiting extradition, according to the TBI.

The Unicoi County jail recently completed some major repairs at the jail.
