Carter Co. inmate turns himself back in after escaping Monday

CARTER COUNTY, TN (WJHL) – An inmate who escaped during work at the Carter County Animal Shelter is back in police custody.

Phillip Payne, 39, walked off the job on Monday and we’re told he turned himself back into the Carter County Jail around 6:30 p.m. Tuesday night.

Payne originally faced charges of violation of probation and now faces an additional charge of escape.
