KNOXVILLE (WATE) – An Oak Ridge Police Department Officer was terminated from his job while the Tennessee Bureau of Investigation (TBI) investigates statutory rape allegations.
District Attorney General Dave Clark said TBI determined that there was probable cause to believe that on at least one occasion, while on duty, Cassen Jackson-Garrison had sexual intercourse with a sixteen-year-old girl. Clark said his office plans on bringing charges to an Anderson County Grand Jury.
Oak Ridge Police Department started investigating after the girl’s stepfather, who is in custody, said Garrison made inappropriate contact with their his stepdaughter. Clark said Garrison was one of the officers that responded to a domestic violence complaint at the house that the stepfather was later arrested for.
Clark said Oak Ridge Police Department was informed about the allegations at around 4:00 p.m. Thursday. They immediately contacted him. Garrison was removed from duty and Tennessee Bureau of Investigation was assigned the case.
After an interview with Garrison, Clark said TBI determined that there was probable cause to believe he parked his Oak Ridge police cruiser near the girl’s house while her mother was at work, entered the house and had sexual intercourse with the girl. After the interview, Garrison was escorted home by another officer, relieved of weapons and Oak Ridge Police Department equipment. He was officially terminated later that morning.
The District Attorney’s Office does not often comment on pending investigations or criminal cases, said Clark, but he said he made an exception since the case relates to public confidence in the criminal justice system. “I am angry and bitterly disappointed in Garrison’s conduct on duty,” he said. “Services will be offered for the victim and to help this family. The State of Tennessee will work hard to do justice in this case.”
The former Oak Ridge officer attended Central High School in Knoxville. He played football at Vanderbilt from 2004 to 2007 and played for a partial season with the Kansas City Chiefs.
