Former Happy Valley teacher indicted on arson, fraud charges

A Carter County Grand Jury indicted a former Happy Valley High School teacher on arson and fraudulent insurance claim charges on July 8.

According to a court document, jurors returned an indictment on Feb. 25 saying that April Elizabeth Beam, 42, of Johnson City, did “knowingly damage a structure by means of a fire or explosion with intent to destroy or damage the structure to collect insurance for the damage.”

On April 17, Beam was indicted again for filing a false insurance claim valued at $10,000 or more, but less than $60,000.

Effective Thursday morning, Beam is no longer an employee of Carter County School System, according to Director of Schools Kevin Ward.

Beam was a non-tenured teacher and her contact was not renewed for the coming school year.

Ward said Beam taught a student nursing class at Happy Valley.
