KNOXVILLE (WATE) – One of the two drivers in December’s deadly school bus crash in Knox County has been cited for operating a school bus without proper endorsement.
Joe Gallman, 68, was driving Bus 57 from Sunnyview Primary School on Asheville Highway in December 2014 when Bus 42, driven by James Davenport, swerved across the highway and crashed into it. Two students and a teacher’s aide were killed.

It was later discovered that Gallman was driving the bus without the proper endorsement on his license. The Knoxville Police Department formally cited Gallman at his home Thursday for a misdemeanor violation of TCA Code 55-59-404B, Operating a School Bus Without Proper Endorsement (S). He is set to appear in State Traffic Court on August 7.
During the investigation, it was learned Davenport was driving distracted due to sending and receiving multiple text messages. Davenport died earlier this month. Autopsy results are still pending.
