Johnson City Police Department officers arrested a 44-year-old man Wednesday, following an investigation into an alleged sexual contact with a juvenile.

According to a JCPD news release, Bruce W. Carnegie of Johnson City, was charged after he admitted to having sexual intercourse with the juvenile – a 15-year-old boy – three times.

A court affidavit revealed the incident happened in a public restroom at 100 W. Millard St.

The address listed in the court document is the location of the Johnson City Public Library.

The teenager told police that he had sexual intercourse with an unknown person in the public restroom three to four times over several months.

According to the affidavit, Carnegie said he thought the victim was around 17 or 18 years old.

Carnegie was charged with three counts of aggravated statutory rape.

Carnegie was taken to the Washington County Detention Center where he is being held in lieu of a $75,000 bond.

His arraignment in Washington County Sessions Court is scheduled to be held at Thursday at 1:30 p.m.
